    Retained by World Motoplex, Environmental Risk management International (ERMI, Inc.) has conducted a series of preliminary evaluations regarding the proposed operations with respect to environmental, building/fire code, and health and safety regulations. Following is a brief summary of each regulatory criterion that was assessed for this project. A series of reports will be generated and submitted along with the facility building plans to the City of San Marcos to be used in their plan check process.

    The proposed plans call for the construction of two indoor dirt tracks (youth and adult), indoor electric kart racetrack, cafe, and a fitness center.

    In the discovery process, it was learned that there are over 60 other indoor racetracks in the country including one in San Diego County offering gas-powered rental vehicles. Miramar Speed Circuit, for example; operates an indoor racetrack in a San Diego business park, offering rental racing karts equipped with Honda 6.5BHP gasoline fueled engines. This example clearly demonstrates that the environmental as well as occupant health and safety issues from a similar facility are able to comply with San Diego County as well as State and Federal regulations.

    “It is safe to say that with the sound attenuation treatments to the walls and ceiling panels, the noise generated by motorcycles and other vehicles operating within the facility will be non-existent.”
    The proposed indoor racetrack will allow customers to race their own vehicle or a rental vehicle on the various indoor dirt racetracks. A limited number of vehicles will be allowed to operate at any one time according to safe operating guidelines. The vehicles to be used at the World Motoplex facility will be a variety of two-stroke and four-stroke powered units. The impacts from these vehicles that will have to be addressed include the gasoline used/stored in the gasoline tank and the exhaust gasses and noise emanating from the exhaust pipes.

    After building improvements, there will be no nuisance emissions emanating from the World Motoplex facility. The proposed air handling and control system for the World Motoplex facility will ensure that the air exhausted from the ventilation system will not generate a health hazard, visible plume, or annoying nuisance to the surrounding neighbors.

    The noise level was monitored nearest to the facility (approximately 45-feet from the facility) and inside the property line. 25 of the loudest 2 stroke and 4 stroke motorcycles operated at full throttle averaging 68.7 decibels. The maximum one-minute average was 75.7 decibels. The actual property line was more than 15-feet from the point of measurement primarily due to a significant drop in elevation and the raised concrete wall. The location sampled was considered "worst-Case".

    The noise level monitored at the entry gate to the facility (which is the property line nearest the surrounding residential neighborhoods), while the bikes operated at full throttle averaged 63.9 decibels. The maximum one-minute average was 68.3 decibels. These readings included the noise generated while large tandem trailer dump trucks passed within three-feet from the noise monitor. Without the truck traffic the noted noise levels were less than 60 decibels. The maximum regulatory criterion for nuisance sound levels at property line generated from a commercial facility is 80 decibels. The maximum one-hour average noise limit from a commercial facility is 60 to 65 decibels depending on the time of day. Since these readings were made with no sound attenuation treatments to the facility walls and ceiling panels the actual noise emissions from the facility will be significantly lower than 60 to 65 decibels. The sound attenuation treatments prescribed for the facility will dramatically reduce the interior and exterior noise.

    In order to determine the noise impact to the nearest residential neighbor, ERMI set up one calibrated noise dosimeter at the backyard fence line of the closest home overlooking the World Motoplex facility (corner of Rivercrest and Black Walnut accessed by community trail). The measured sound from the noise dosimeter at this location while the test motorcycles operated was essentially the same as it was when they were not operating. There was absolutely no audible sound heard by the test personnel at this location while the test motorcycles were being operated. It is safe to say that with the sound attenuation treatments to the walls and ceiling panels, the noise generated by motorcycles and other vehicles operating within the facility will be non-existent.
